Solution:

sudo apt-get install libyaml-dev
sudo pecl install yaml-beta
Build process completed successfully
Installing '/usr/lib/php/20151012/yaml.so'
install ok: channel://pecl.php.net/yaml-2.0.0RC8
configuration option "php_ini" is not set to php.ini location
You should add "extension=yaml.so" to php.ini

also:

sudo vim /etc/php/7.0/cli/conf.d/30-yaml.ini

30-yaml.ini

extension=yaml.so

and finally:

sudo cp /etc/php/7.0/cli/conf.d/30-yaml.ini /etc/php/7.0/fpm/conf.d/30-yaml.ini
sudo service nginx restart
sudo service php7.0-fpm restart
