Phalcon Installs, but doesn't work

Recently installed Phalcon 1.3.2 on RHEL 6.5 on PPC64, PHP 5.3.3. The installation went w/o a hitch and we can verify using php_info() and get_loaded_extensions(), but the framework isn't working as expected. In running a simple "Hello world" type of application the exception below is thrown.

Directory structure to my application:

Index.php, I used Tutorial 1's bootstrap w/o the exception catch:

Any ideas? I've attempted to research what might be causing the issue, but haven't had any luck so far.

I also attempted running the unit tests in phalcon/cphalcon/unit-tests and multiple tests fail (can provide specifics).

what happens if you navigate to https://YOUR_ADDRESS/index/ ?

The exact same exception. I've even tried making it to the "params" portion of the URL as well - https://DOMAIN/index/action/someparams.

Additional info - just to make sure there wasn't an issue with URL rewrites, I got rid of all the .htaccess files and pointed the URL directly to https://DOMAIN/phalcon/public/index.php?\_url=/index/index/params. Same exception unfortuntately.

I had this issue crop up... but on version 1.3.0. Can't understand why this is happening but it suddenly clears up on its own, and then acts up again.. any idea?
