was just wondering what the reason is for the second bootstrap css and js

when there is this:
https://github.com/phalcon/invo/tree/master/public/bootstrap
what is the differenct between the two bootstrap.min.js and bootstrap.min.css. as far as i have seen those two are not used anywhere in the invo example.
